Guidelines for phase one reopening of Arlington Ridge Community Development District facilities have been compiled with recommendations and mandates from the Centers for Disease Control (CDC), Florida Department of Health (FDOH), local and state public health officials, local and state governments, Legal Counsel, District Management, and Chairman of the Board of Supervisors. Compliance with the guidelines is critical to ensure continued access to the amenities. Recreational facilities not listed below will remain closed until further notice. Any resident planning to utilize the amenities during the Coronavirus (COVID-19) pandemic should submit a liability waiver below.

Welcome

Welcome to the official website for the Arlington Ridge Community Development District (the “District”). This website is funded on behalf of the District to serve two major purposes. The first is to comply with Chapter 189.069 of the Florida Statutes, which requires each special district to maintain an official internet website. The second is an effort to help educate the general public about the services provided by the District, and to highlight the other agencies involved in the day-to-day operations of the community. These agencies include, but are not limited to the Florida Department of Economic Opportunity, Lake County and the Arlington Ridge Community Association.

Community Development District Overview

Please be advised that the Arlington Ridge Community Development District (the “District”), a local unit of special purpose government created under Florida law, has constructed and is responsible for the maintenance of certain improvements, infrastructure and facilities within the District. The District financed this construction through the sale of tax-exempt bonds, a form of public financing. As a result, and in accordance with applicable federal and state law, all District owned improvements, infrastructure and facilities are and shall remain open and accessible to the general public. Should you have any questions on this matter, non-resident user fees applicable to District recreational facilities, or any other general District issue, please feel free to contact the District Manager

CDD Organization

The Arlington Ridge Community Development District is organized similar to other local governments in Florida, in that the legislative body is composed of a five-member board known as the Board of Supervisors. The Board establishes the policy of the District in accordance with Florida law. The Board, by law, must hire a District Administrator and District Counsel. Staff members operate utilizing the same formalities as a County Administrator and County Attorney. The Board, through review of advertised Requests for Qualifications, ranks and selects a District Engineer to perform the engineering needs of the District. District Administration staff and the District Attorney administer the operations of the District and implement the Board’s policies and contracts.

District Administration

The District Manager’s responsibilities include:

  1. Preparation and submittal of a proposed operations and maintenance budgets for Board review and action
  2. Preparation of contract specifications for District operations, including community appearance, waterway management, recreation and facilities maintenance
  3. File all required forms and documents with state and local agencies
  4. Attend all Board of Supervisor meetings – implement the policies of the Board
  5. Additional duties as directed by the Board

The District Engineer’s responsibilities include:

  1. Preparation and supervision of construction projects within the CDD
  2. Inspection and reporting on the District facilities
  3. Assist in the preparation of the annual maintenance budget.
  4. Attend all Board of Supervisor meetings – implement the policies of the Board
  5. Additional duties as directed by the Board

The District Counsel’s responsibilities include:

  1. Preparation and review of agreements and other CDD documents
  2. Ensuring all provisions of the Florida Statutes are followed
  3. Attend all Board of Supervisor meetings – implement the policies of the Board
  4. Additional duties as directed by the Board
